In this context it is clarified that there is no provision of look after charge in Civil Servants Act, 1973 and Rules made thereunder, rather an officer can be deputed temporarily as an internal arrangement to look after the work of another post for disposal of day to day work of urgent and routine nature in the Ministry/Division/Organization concerned.

اس تناظر میں یہ واضح کیا گیا ہے کہ سول سرونٹس ایکٹ ، 1973 اور اس کے تحت بنائے گئے قواعد میں نگہداشت کی کوئی گنجائش نہیں ہے ، بلکہ ایک افسر کو عارضی طور پر ایک داخلی انتظام کے طور پر تعینات کیا جا سکتا ہے تاکہ وہ کسی دوسرے عہدے کے کام کی دیکھ بھال کرے۔ متعلقہ وزارت/ڈویژن/تنظیم میں فوری اور معمول کی نوعیت کا دن کا کام۔

As a matter of principle, the senior-most officer is normally asked by the head of the Division/Department to look after the work of a post when its incumbent is temporarily away.

Regarding the decision-making process, there may be certain issues that are of Quasi-Judicial nature and decisions cannot be taken by an officer, not formally designation to exercise those powers.

Likewise, certain financial and administrative powers can only be exercised by an officer to whom additional/ current charge of the post is entrusted in the prescribed manner. An Officer looking after the work cannot exercise such pawers as he has not been delegated with such powers by the competent authority. As regards day-to-day decisions, these can be taken by an officer looking after the work and can also be reviewed/revised by the head of the Organization depending upon the merit of the case.

اصول کے طور پر ، سینئر ترین افسر کو عام طور پر ڈویژن/ڈیپارٹمنٹ کے سربراہ کی طرف سے کہا جاتا ہے کہ جب کسی عہدے کا عہدیدار عارضی طور پر دور ہو تو اس کے کام کی دیکھ بھال کرے۔ فیصلہ سازی کے عمل کے بارے میں ، کچھ ایسے مسائل ہوسکتے ہیں جو نیم عدالتی نوعیت کے ہوتے ہیں اور فیصلے کوئی افسر نہیں لے سکتا ، ان اختیارات کو استعمال کرنے کے لیے باضابطہ عہدہ نہیں۔ اسی طرح ، کچھ مالی اور انتظامی اختیارات صرف ایک افسر استعمال کر سکتا ہے جسے مقررہ طریقے سے عہدے کا اضافی/ موجودہ چارج سونپا جاتا ہے۔ ایک افسر جو کام کی دیکھ بھال کر رہا ہے وہ اس طرح کے کام نہیں کر سکتا کیونکہ اسے مجاز اتھارٹی نے ایسے اختیارات نہیں سونپے ہیں۔ جہاں تک روز مرہ کے فیصلوں کا تعلق ہے ، یہ کام کی دیکھ بھال کرنے والا ایک افسر لے سکتا ہے اور کیس کے میرٹ کے لحاظ سے تنظیم کے سربراہ کی طرف سے جائزہ/نظر ثانی بھی کی جا سکتی ہے۔
