Disciplinary proceedings, anti-corruption, or other enquiries or criminal cases are pending against him. However, preliminary inquiry/probe in the department or complaint pending with Anti-Corruption Establishment shall not be considered as a cause of deferment. Only in case of registration of FIR in Anti-Corruption the concerned civil servant may be deferred for promotion.”
